The Virginia School Board has requested that criteria be developed for a license for K-8 Mathematics Specialists.  The Advisory Board on Teacher Education and Licensures (ABTEL) is currently considering its recommendations concerning the license.  A detailed report by the Commonwealth Educational Policy Institute describes the status of Mathematics Specialists in Virginia and the associated Policy and Regulatory Issues.  Assuming that the process moves quickly it is possible that Mathematics Specialist License would be established by the Board of Education in late 2006.
